Creates a Lift Letter on the campaign's publication and attaches it to the campaign with a promo effort, so it is listed under the campaign and its offer link is tracked. The campaign must have a primary offer. The content can start blank, as a copy of the campaign's advertorial, or from a publicly shared Google Doc.
