Records the signed-in user's decision on an approval round; they must be an approver of the message's publication, which includes an approver who sent the round for approval. approve queues the held message for its send time; if that time has passed, the message stays approved with needs_reschedule and never sends; withdraw it, move the event, and send it for approval again. The first approve wins: approving an approved round returns it unchanged. deny needs a comment, cancels the message, and emails the comment to the event's assignee; it also works after approval until the message is within a minute of sending or past its send time. Superseded and denied rounds can't be decided.
