Retrieve Campaign Languages

Returns the locales a campaign can generate a complete effort chain in, given the pages a link type will use. Availability is an intersection across every page in the chain — including the advertorial, lift letter, exit-intent pair, and each upsell page from the campaign graph — so a locale is only offered when the whole funnel exists in it. Locales that are not fully translated come back separately, naming the pages that are missing.
